THE JUNIOR OFFICER PROGRAM
The Junior Officer (JO) program is USAID's entry-level program into the Foreign Service. The JO program seeks the best-qualified junior professional candidates who are willing to make a long-term career commitment to the Foreign Service and international development. JOs begin their careers in formal training programs that are followed by rotational on-the-job, Washington-based training for up to one year, which may include language training. After completion of Washington training, JOs are assigned to an overseas office and receive broad-based training through rotational assignments. The total JO training plan is approximately three years. Successful candidates will become representatives of USAID and the U.S. Government in the worldwide development arena. New Foreign Service Officers have five years in which to earn tenure in the Foreign Service. Tenure requirements include foreign language proficiency, and successful completion of at least three years with the Agency, of which 18 months have to have been on a permanent overseas assignment in one of USAID's field offices. The three-year JO training program is included in the five-year tenure requirement.

DUTIES:
1. Management Policy Advisor
Serve
as primary advisor to the Director of USAID’s overseas offices
(Missions) on administrative matters. Possess strong knowledge of
federal rules, regulations and guidelines concerning management issues.
Develop/monitor internal management systems and procedures ensuring
efficient and proper use of government resources.
2. Human Resources Management
Collaborate
with Mission officials on staffing and workforce planning issues, and
recommend actions to ensure maximum effective use of personnel. Plan
and direct the personnel management operations for the Mission’s
Direct-Hire and Personal Service Contractor employees. Coordinate
training and staff development activities and the Mission Awards
program. Oversee the recruitment and selection of new personnel.
Understand Foreign Service National (FSN) benefit package at post in
relation to individual employees and the Mission. Provide counseling to
employees and their families on a wide range of subjects, including
allowances, education, equal opportunity, career development, onward
assignments and employee relations.
3. Information Technology Management
Manage
the Information Technology unit of the Mission, including all hardware
and software applications. Serve as the Mission Information Systems
Security Officer (ISSO) responsible for certifying to AID/W that all
Mission systems are in compliance with federal and Agency regulations
and policies.
4. Security and Safety
Serve as Unit
Security Officer for the Mission and, in collaboration with the
Regional Security Office (RSO) and the Office of Security (SEC), ensure
compliance with and implementation of all security programs.
Functionally responsible for administering USAID’s Occupational Safety
and Health programs at post.
5. Budget Planning
Develop
and monitor administrative budget for the Mission in coordination with
the Controller. Create contingency multi-year budget strategies based
on availability of funds. Serve as resource to Program and Technical
Officers in the formation of their budgets. Prepare overview of
administrative budget for Mission report to Congress. Obligate and
de-obligate administrative funds, as required.
6. Program Support
Serve
as advisor to the strategic objective teams for human resources,
material resources and other administrative matters. Participate in the
design and review of administrative/logistical components of
development assistance activities.
7. Interagency Administrative Support Services
Represent
the Mission in the development and administration of International
Cooperative Administrative Support Services (ICASS) in coordination
with the Mission Controller on budgetary aspects of the ICASS process.
Monitor and ensure that the type, level and charges for services
conform to support agreements and USAID regulations.
8. Contract Management
Execute
contracts in accordance with the Federal Acquisition Regulations (FAR)
and USAID Acquisition Regulations (AIDAR) within the given warrant
authority.
9. Committee Participation
Serve on
committees both within the Mission and the Embassy. The committees will
include but not be limited to ICASS Council, Joint Awards Program,
Interagency Housing Board, Appraisal Committees, and the Training
Committee.

Applicant must have a graduate degree (Master’s or Doctorate) in a functional area directly related to business administration, public administration, human resources management, international relations, or any other business administration. Applicants must have advanced degree at time of application.
OTHER SIGNIFICANT FACTS:
Medical Clearance - A medical clearance for the applicant is required prior to being hired for this position. Foreign Service members must be able to serve at any overseas post. Many facilities are remote, unhealthy, or have limited medical support. Therefore, each applicant must meet medical fitness standards which are, of necessity, often more rigorous than those of other professions. Prior to being appointed to the Foreign Service, applicants must have a thorough medical examination and receive an unlimited medical clearance for assignment worldwide. After receiving a conditional offer of employment, each applicant is provided with instructions for the examining physician(s), which outline the precise requirements. Applicants living within a fifty-mile radius of Washington, DC, must have the medical exam performed by the Department of State Office of Medical Services. USAID considers the medical condition of eligible family members for assignment purposes. Therefore, USAID requires medical clearances for eligible family members before they can travel overseas to accompany an employee on assignment at US Government expense. Family members who, for medical reasons, cannot accompany an employee on an overseas assignment, are eligible to receive a separate maintenance allowance.
Worldwide Availability - Worldwide availability is an essential qualification for appointment to the Foreign Service. Foreign Service Officers will spend the majority of their careers overseas and must be willing to accept assignments at any USAID location, almost all of which are in Africa, Latin America and the Caribbean, Asia and the Near East, and Eurasia. Once appointed, the incumbent of an assigned position may be reassigned/relocated to any geographical location where the employees' services are needed as determined by headquarters.

DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
USAID is an excepted service of the Federal Government and is required to allow 5 years to reach tenure in the Agency. Therefore, given the mandatory retirement age of 65, there is an upper age limit of 59 years of age at the time of appointment.

This appointment requires completion of a one-year probationary period. During this time period, employee's conduct and performance will be monitored in order to determine if employee will be retained.
Foreign Language Requirement: Language proficiency is required for tenure in the Foreign Service. Federal
base salary levels are adjusted annually to accommodate cost-of-living
increases. These are base salary levels and do not include the current
20.89% locality pay that is paid while on training in Washington, DC.
Applicants who accept these positions are Federal Government employees.
Upon
selection, JO Program applicants who do not reside in the Washington
metropolitan area will be reimbursed for their and their eligible
family members' (EFM) assignment travel to Washington, DC, and shipment
of their household effects. Successful applicants will be expected to
spend 6 to 18 months in Washington, DC, prior to their first overseas
assignment.
At overseas post, all USAID employees
receive non-taxable government housing and, where applicable, a
non-taxable cost-of-living allowance. They may also receive a
"school-away-from-post" allowance for the education of their dependent
children. A taxable differential of 5-25% of basic salary may be paid
for service at designated overseas hardship posts where living
conditions are difficult.
Other benefits include paid
annual leave, home leave, sick leave; contributory government life and
group health insurance and retirement; medical care and hospitalization
overseas; transportation to and from post; shipment of authorized
weights of household effects, and, where permitted, shipment of a motor
vehicle.
The JO program provides for two administrative
promotions within the first two years of service based on meeting
successful service standards. Therefore, JOs will be at the FS 05 level
($41,122 to $60,389) after the first year and FS 04 level ($50,749 to
$74527) at the end of two years of successful service.
Successful
applicants who are employed with USAID are under the Foreign Service
Pension System (FSPS), and may voluntarily retire at age 50 with 20
years of service. Such service includes all creditable government and
military service. Retirement is mandatory at age 65.

DUTIES:
1. Education Program/Project Management and Administration
Serve
as a technical resource to foreign assistance activities in the area of
education and development. Review, evaluate and analyze education data
and provide advice on education issues. Coordinate and manage
strategies, policies, concepts, procedures, and guidelines for
establishing programs in the education sector. Analyze constraints to
development, both sector-wide and country-specific, and recommend
courses of action. Coordinate program development, implementation, and
performance monitoring plans. Advocate for and represent education
policies, programs, and interventions in country of assignment.
Coordinate assigned activities with other USAID Bureaus and Offices,
the Department of State, other USG agencies, host governments,
bilateral donors, international financial institutes and the private
sector.
The incumbent may be assigned to one or more areas of
emphasis within the overall portfolio (e.g., basic education, higher
education)
2. Education Program Planning
a)
Develop education strategies and/or designs education programs. Conduct
education research or sector assessments and incorporate results into
programs. Coordinate technical assistance, strategic planning, donor
collaboration and other activities within the education sector.
Conceptualize the design, documentation, and/or management of centrally
administered education programs/projects that may be targeted toward a
specific country/situation or to a specific development problem, such
as systemic education reform, cross-sector programming, basic
education, higher education, institutional capacity building, education
for under-served populations, and education in nations in crisis and
transition. Develop concept papers, project authorizations, and project
solicitations that are aligned with the Agency regulations and
guidance.
b) Contribute to a broad range of educational
program activities, including participation in the formation of
policies and guidelines to further education activities. Liaise with
counterparts in other USAID regional and central bureaus to develop
agency wide program policies, strategies, performance indicators,
assessments, and evaluations.
3. Special Projects
Perform
duties related to special projects involving a variety of complex
education program issues of significance to the sector. Assist in
managing special cross-cutting initiatives and task force groups to
accomplish programmatic goals.

Federal
base salary levels are adjusted annually to accommodate cost-of-living
increases. These are base salary levels and do not include the current
20.89% locality pay that is paid while on training in Washington, DC.

The JO program provides for two administrative
promotions within the first two years of service based on meeting
successful service standards. Therefore, JOs will be at the FS 05 level
($41,122 to $60,389) after the first year and FS 04 level ($50,749 to
$74527) at the end of two years of successful service.
Successful
applicants who are employed with USAID are under the Foreign Service
Pension System (FSPS), and may voluntarily retire at age 50 with 20
years of service. Such service includes all creditable government and
military service. Retirement is mandatory at age 65.

DUTIES:
This
position serves as a Visitor Guide Supervisor for the United States
Capitol Visitor Center (CVC). The incumbent is responsible for the
daily/shift supervision of Visitor Guides in the U.S. Capitol and the
implementation of policies that will fulfill the CVC's mission of
security, visitor comfort, and education. Supervises a team of Visitor
Guides in providing tours of the U.S. Capitol and information to the
general public visiting the CVC. Provides administrative and technical
supervision necessary for accomplishing the work of the unit.
The
incumbent is responsible for leading and managing daily operation of
tours and tour guides, including: managing tour flow and efficiency,
directing the visitors in the event of an emergency or evacuation,
management of all tour guides, ensuring quality of the interpretative
experience, visitor satisfaction with tour experience, and appearance
of guide staff. Responsible for handling daily operational concerns
such as: functioning of audio headsets, obstructions on tour routes in
the Capitol, visitor concerns, etc.
Performs the administrative
and human resource management functions relative to the staff
supervised. Establishes guidelines and performance expectations for
staff members, which are clearly communicated through the formal
employee performance management system. Observes workers' performance;
demonstrates and conducts work performance critiques. Provides informal
feedback and periodically evaluates employee performance. Resolves
informal complaints and grievances.
Ensures aspects of the
visitor experience are carried out, such as addressing tour flow,
Congressional staff tour requests, quality of the interpretative
experience on tours, and timing of tours. Oversees the coordination of
support for groups with a substantial numbers of foreign-speaking
visitors and tourists. Ensures Visitor Guides are properly assembling
groups, explaining the group activity, and outlining any precautionary
measures required. Verifies that order is maintained when managing very
large groups of visitors in unfamiliar surroundings where there may be
a potential for injury or accident.
Supervises the ushering or
leading large groups of visitors in and out of the Capitol. Provides
information and assistance to visitors about the content of the tours.
Provides
assistance to parties that require special attention, such as
distinguished visitors, disabled persons, and photographic enthusiasts.
Assesses the physical characteristics of visitors in the group,
arranges for safety factors to accommodate any special needs and avoid
potential safety hazards.
KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to supervise a team that provides tours for the general public in a large public venue, such as a museum, visitor center, or comparable public facility.
Ability to develop and promote a diverse workforce.
Ability to meet and deal with varied audiences and resolve issues or concerns.
Ability to plan work and meet deadlines to support tour operations in a large public venue.
Ability to communicate effectively other than in writing.
ADDITIONAL REQUIREMENTS:

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
