Section 1910.1200(h) of the Hazardous Communication Standard states:

"Employers shall provide employees with effective information and training on hazardous chemicals in their work area at the time of their initial assignment, and whenever a new physical or health hazard the employees have not previously been trained about is introduced into their work area."

One of OSHA's most frequent citations involves failure to comply with training requirements. Safety training involves many diverse programs when dealing with an educational institution such as Denison University. Ultimately, a university receives a "report card" regarding training when a federal inspector walks up to an individual who uses or works around hazardous materials and inquires about his/her knowledge concerning safety procedures. The nature and quality of the individual's answer determines of how effective the individual's training has been.
