This privilege is reserved for First Class, Periodicals, Priority or mail marked "Forwarding and Postage Guaranteed."

Refusing Mail:

Non-profit organizations or Standard mail that is not marked "FORWARDING AND RETURN POSTAGE GUARANTEED",or "ADDRESS CORRECTION REQUESTED" cannot be returned to sender. If it is yours, and you do not want it, throw it away.
